ACT PROTOCOL / TECHNICAL WHITEPAPER

Utility Infrastructure. Governance by Design.

A technical framework describing ACT Protocol, its token architecture, intended utility, administrative authority and development considerations.

01 EXECUTIVE BRIEF

Executive Summary

ACT Protocol is a developing framework intended to support digital access, validation and participation through defined utility mechanisms.

ACTP is the protocol's utility token, deployed on Polygon PoS with an initial supply of one billion units.

The existing token contract provides transfer and allowance functionality together with owner-controlled emergency restrictions. Additional ecosystem functionality requires separate application-level implementation.

This document differentiates implemented token functionality, intended protocol design and items requiring additional evidence or development.

02 / ARCHITECTURE

Protocol Architecture

The architecture distinguishes the deployed token layer from the ecosystem services intended to use ACTP.

01 / ON-CHAIN

ACTP Token Layer

The deployed token provides balances, transfers, allowances and administrative controls on Polygon PoS.

Existing contract functionality
02 / APPLICATION

Ecosystem Integration Layer

Applications may implement token-based access, validation requirements and defined participation rules.

Intended application-level functionality
03 / OPERATIONS

Governance & Oversight

Documentation, administrative procedures, security review and oversight processes support the evolving protocol.

Evolving governance framework

The token contract does not independently implement a complete service-access, validation or decentralized voting system.

03 / UTILITY

Utility & Participation Model

ACTP is intended to support functional participation in compatible ecosystem services rather than convey organizational ownership or contractual returns.

DESIGN PRINCIPLE

Utility follows implemented services, not token ownership alone.

01

Application Eligibility

A participating service defines its access conditions and supported token interactions.

02

Token Verification

An integration may verify an address balance, transaction or other defined eligibility condition.

03

Service Execution

The application applies its own service rules after the required checks are satisfied.

04

Independent Records

On-chain token activity can be independently inspected, while off-chain service events require their own evidence systems.

This is a proposed integration model, not a claim that all four stages are operational in a deployed application.

04 / TOKEN

Token Design & Economics

ACTP implements a fixed initial supply and standard token transfer functionality. Distribution and market activity are separate operational matters.

INITIAL TOKEN SUPPLY 1,000,000,000 ACTP
Token ACT Protocol
Network Polygon PoS
Decimals 18
Additional minting No mint function

Distribution Framework

Token distribution is being undertaken gradually as the project develops. The current concentration of holdings remains an important custody and market consideration.

A complete token allocation schedule, independently enforceable vesting arrangements and treasury lock evidence are not established by this document.

05 / GOVERNANCE

Governance Architecture

Administrative authority and community governance are separate concepts. The current contract assigns defined privileges to its owner.

CURRENT IMPLEMENTATION

Owner-Managed Contract

The owner can pause the token, restrict addresses and transfer administrative ownership.

POSSIBLE GOVERNANCE EVOLUTION

Distributed Oversight

Future oversight may incorporate multisignature administration, documented decision procedures and broader participation.

Administrative Limitation

The contract does not enforce a multisignature requirement or provide native token-holder voting functions. These capabilities must not be represented as currently operational.

06 / SECURITY

Security Engineering & Limitations

The contract contains administrative functions capable of affecting transfers and token exchange operations. These capabilities require independent risk consideration.

FUNCTION EFFECT AUTHORITY
setPaused(bool)

Can suspend transfers and approvals, including operations required for swaps.

onlyOwner
setBlacklisted()

Can restrict addresses from sending or receiving ACTP.

onlyOwner
transferOwnership()

Changes the address authorized to execute administrative functions.

onlyOwner

Independent Security Review

No completed independent smart-contract audit is asserted in this whitepaper. The supplied source code requires verification against deployed bytecode. Owner-controlled privileges and their possible impact on custody and trading require further assessment.

07 / INTEGRATION

Integration Framework

Services implementing ACTP utility should establish explicit technical and security requirements rather than assume that token possession alone provides access.

01

Network Verification

Confirm Polygon chain ID 137 and the official ACTP contract address before processing token interactions.

02

Transaction Validation

Define confirmation requirements, event inspection and handling of failed transactions.

03

Administrative Availability

Account for paused transfers, address restrictions and changing contract administrative authority.

04

Service Authorization

Implement access decisions and business rules independently of standard ERC-20 balances.

These are proposed integration requirements. They do not certify any third-party application as integrated or operational.

08 / DEVELOPMENT

Implementation Framework

Development is organized around technical documentation, ecosystem integration, operational safeguards and governance evolution. These are workstreams, not guaranteed milestones.

01

Documentation

Maintain public technical references and accurate protocol disclosures.

02

Utility Integrations

Develop and test service-level use cases supporting ACTP utility.

03

Security Review

Evaluate administrative safeguards, source verification and independent security assessment.

04

Governance Evolution

Assess mechanisms for more accountable administrative oversight.
